On November 16, 2015, the Center for Oriental Literature of the Russian State Library hosted the international scientific and practical conference "From Turkic ale to the Kazakh Khanate". The conference was organized by the Institute of Asian and African Countries of Lomonosov Moscow State University with the support of the Embassy of the Republic of Kazakhstan in the Russian Federation. Scientists and public figures from Russia, Kazakhstan, Uzbekistan, Turkey, Kyrgyzstan and Azerbaijan took part in the conference.
The participants were offered a number of questions: methodological approaches and general problems of the theory of statehood of nomads of Eurasia; analysis of the geopolitical space of medieval Central Asia and its role in the genesis of the Kazakh Khanate; early Medieval state of the ancient Turks; specifics of the statehood of nomadic empires of Eurasia; Turkic languages in Central Asia in the Middle Ages; Kazakh language: historical roots and interlanguage The Golden Horde and the emergence of new Turkic states; the formation and evolution of the Kazakh Khanate in the medieval period; The Kazakh Khanate in the system of international relations in Eurasia; Russian-Kazakh relations in the XV-XVIII centuries; Kazakhstan and the world community; cross-border cooperation between Kazakhstan and Russia.
The participants were greeted by MSU ISAA President M. S. Meyer and Minister-Counsellor of the Embassy of the Republic of Kazakhstan M. Z. Syzdykov (on behalf of the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Russian Federation M. M. Tazhin). Greetings were received from Mufti Sheikh Ravil Gainutdin, Chairman of the Spiritual Board of Muslims of Russia, RUDN University Vice-rector for Research, Vice-President of the Russian Philosophical Club N. S. Kirabayev, and President of the International Turkic Academy D. Kydyrali.
The plenary session, which was attended by leading experts in the field of history, political science and linguistics, was opened by M. S. Meyer, who presented a report on "The historical experience of the last nomadic Empire". Director of the Republican Information Center for the Study of Historical Materials (Almaty, Kazakhstan) M. H. Abuseitova in the report "New discoveries in the history of the study of the Kazakh Khanate" reported on the results of a number of archaeological expeditions in China, Switzerland, England, France, India, the Republic of Kalmykia of the Russian Federation. The report of the Head of the Department of National and Federal Relations of the Russian Presidential Academy of National Economy and National Economy V. A. Mikhailov was devoted to the process of forming the Eurasian identity. institute of Culture) presented the report "The concept of "citizenship" in the epistolary heritage of the Kazakh rulers of the 30-50s of the XVIII century. " Head of the Department of Turkic Philology of the ISAA of Moscow State University D. M. Nasilov in the report "Language palette of the medieval steppe" reported on the peculiarities of the linguistic situation in the Turkic-speaking environment based on the" Diwan lugat at-Turk " of Mahmud Kashgar region. Kh. M. Dulati spoke about the philosophy of the history of the Kazakh Khanate and M. Kh. Tursun (Intern. Kazakh-Turkish univ.im. Ahmed Yasawi, Turkestan, Kazakhstan).

At the second session of the plenary session, I. L. Kyzlasov (Institute of Archeology of the Russian Academy of Sciences) made a report "Monuments of Runic writing on the territory of Kazakhstan". Zav. Department of the History of Modern Kazakhstan of the Institute of History and Ethnology named after V. I. Abramovich. Chokana Valikhanov (Almaty, Kazakhstan) G. N. Ksenzhik introduced the conference participants to cartographic sources on the history of the Kazakh Khanate, and the director of the West Kazakhstan Center for History and Archeology (Uralsk, Kazakhstan) M. N. Sdykov noted the role of the Bukeev Khanate in the history of Kazakhstan.
A special place in the history of Kazakhstan is occupied by the personality of Ablay Khan. It is not surprising that a number of reports were devoted to his era. K. K. Abuyev (Kokshetau University, Kazakhstan) in his report "The Institute of Khanate in traditional Kazakh society" paid attention to the personality of Ablay Khan.
Xiaojia Zhao (Institute of Foreign Languages of Ningxiang University, China) highlighted the relations between the Qing Empire and the Kazakh Khanate in the early 18th and early 20th centuries. The topic of S. K. Alymkulova's speech is the contribution of orientalist O. Karayev to the study of the history of the Kazakh Khanate (Kyrgyz State University named after A. Arabayev, Bishkek).
At the end of the plenary session, the expert on Eurasian policy of the independent analytical center "International Organization for Strategic Studies" (Ankara, Turkey), K. Khas made a presentation on "Turkish approach to Kazakhstan's multi-vector foreign policy".
The conference was held in the sections "History", "Political Science", "Economics"and " Linguistics".
K. A. Fursov (Research Laboratory "Ecology of the Culture of the East" of ISAA MSU) introduced the history of the use and specifics of the term "kaganate" in connection with the problem of power in the nomadic empires of Eurasia. T. K. Koraev (ISAA MSU) in the report "From the Country of the Turks to the future". Turkestan: Central Asia in Early Arabic Geography " has thoroughly analyzed the ideas about the Central Asian steppes in Muslim sources of the IX-X centuries:" The Book of Ways and Countries "by Ibn Khordadbeh and" The Book of Countries " by al-Yakubi. D. M. Timokhin (Institute of History of the Russian Academy of Sciences) told about the nomadic Turkic tribes of Desht - i Kipchak and Khorezm. O. A. Klichev (Bukhara State University, Uzbekistan) devoted a report to the history of the Institute of Russian Diplomatic Agents in Bukhara, accompanying it with a presentation of documents first extracted from the archives of Uzbekistan. A brief description of the historiography of Sheibanid sources on the history of the Kazakh Khanate was presented by G. Batyrbekkyzy (Intern. Kazakh-Turkish University named after A. Yasavi, Kazakhstan). Yu. A. Averyanov (RSUH) noted the role of the yasaviya Sufi brotherhood in medieval Central Asia. I. V. Zaitsev (Institute of History of the Russian Academy of Sciences) in his report "Kungrats in the history of the Golden Horde states" compared the data of Arabic and Persian historical texts on the history of the Golden Horde clan aristocracy with the data of A. I. Orazbayev Kazakh shezh (L. N. Gumilyov ENU, Kazakhstan) in his report "The Kazakh Khanate and the category of "statehood": complementarity of concepts and continuity " considered the theoretical foundations of the concept of "statehood" in the history of Kazakhstan. Kazakh-Turkish University named after A. Yasavi, Kazakhstan) investigated the burial of Ablay Khan in Turkestan. ("Rostec"), having analyzed new documents on the history of the liquidation of the Khan's power among the Kazakhs, came to the conclusion that the title "khan" in Kazakh society eventually became closer in its content to the concept of "position".
At the meetings of the Political Science section, reports were presented on the current state of society in Kazakhstan, its history, and the impact of economic and integration projects on the Central Asian states. S. A. Semedov (RANEPA under the President of the Russian Federation) and R. M. Kanapyanova (Moscow State Institute of Culture) devoted their reports to issues of historical memory and identity in Kazakhstan. The topic of the report of V. L. Parkhimovich (ISAA MSU) is "Salamat Mukashev at the head of the supreme authority of Kazakhstan". V. V. Kuznetsova and O. A. Mashkina (both MSU) presented an analysis of the development of the New Silk Road project of the People's Republic of China, in which Kazakhstan is the most important partner.
At the "Economy" section, topics were announced that covered different aspects of the economic development of Kazakhstan, Central Asia and the countries adjacent to this region.
The topic of the speech by L. Kh. Matyunina (MSU) is " Overcoming the crisis. Experience of Russia and Kazakhstan". It was noted that both countries have accumulated very useful experience, which can contribute to the expansion of mutual cooperation in the economic sphere in the long term

long-term perspective. Key issues of multilateral cooperation were discussed in the report of O. P. Kobzeva (National University of Uzbekistan. Mirzo Ulugbek), who analyzed the prospects for the development of the Silk Road.
The section "Linguistics" was attended by scientists from Russia, Kazakhstan, Azerbaijan and Kyrgyzstan. T. M. Makhamatov (Finance University under the Government of the Russian Federation) stressed that the spiritual and material culture in the Eurasian space, which has been formed for centuries, is now recognized all over the world. Considering the peculiarities of the development of Turkic languages, he noted the presence of a Turkic component in the Kazakh language, despite the influence of Arabic and Persian. U. M. Bakhtikereeva (RUDN University) presented her vision of language factors and the role of humanitarians in strengthening Kazakhstan's statehood. The language picture of nomads and understanding of the term "tenri" is the topic of the report of K. M. Aliyeva (Russian Chemical Technologist). D. I. Mendeleev University). She noted that modern linguistic discoveries in the nature of the Kazakh and Kyrgyz languages should be regarded as a significant contribution to the interdisciplinary study of the deep cultural layers of the nomadic civilization of the entire Turkic el (people). The study of phraseological units of Azerbaijani, Kazakh and Russian languages was devoted to the speech of L. G. Ismayilova (Academy of the Federal Security Service of Russia). Akinina (ISAA MSU) in her report "Arabic loanwords in the Kazakh language as a result of the interaction of two cultures" noted that Arabic loanwords served as a source of new roots, other word-forming elements and terms, expanded the nomenclature of concepts used in different areas of society. A. A. Gadzhieva (ISAA MSU) in her speech " Kazakh proverbs and sayings as an invaluable heritage of folk wisdom" noted that the proverbial fund of Kazakhs helps to reveal the peculiarities of their psychology, culture and traditions, apply the knowledge gained in teaching students and improving the culture of speech behavior and communication.
The conference demonstrated the commonality of historians ' approaches to the study of the Kazakh Khanate, history, culture and economy of Kazakhstan. The conference participants came to the conclusion that Kazakh statehood had deep historical roots; the emergence of the Kazakh Khanate was prepared by the entire course of statehood development in Kazakhstan. These political formations contributed to the gradual formation of the ethnic territory, national identity and character of the peoples of Kazakhstan
